(A) Each police officer shall attach to every vehicle parking in violation of any of the provisions of this subchapter a notice that the vehicle has been illegally parked, and instruct the operator to report at the City Hall in regard to the violation.
(B) Each person, within 24 hours of the time when the notice was attached to the vehicle, may be satisfied within seven days from the date on which the notice was attached to the vehicle by payment of a penalty of $5 in the full satisfaction of the violation.
(C) The failure of the person to make either of the payments within the time provided, after seven days from the date when the notice was attached to the vehicle, shall render the persons subject to the penalties hereinafter provided for the violation of the provisions of this chapter.
