§ 71.26 TIME PERIODS; RATES.
   (A)   When any vehicle shall be parked in any space alongside of or next to which a parking meter is located in accordance with the provisions of this subchapter, the operator of the vehicle entering the parking space immediately shall activate the 30-minute free time period or activate the 30-minute free time period and cause to be deposited in the parking meter one or more five-cent coins or one ten-cent coin, in addition to activating the 30-minute free time period.
      (1)   Upon activation of the 30-minute free time period, and/or deposit of one or more five-cent coins or one ten-cent coin, the meter shall be in operation and the parking space then may be occupied lawfully by the vehicle during the period of time which has been described for the 30-minute free time period and/or the extended period of time as determined by the value of the coins deposited.
      (2)   If the vehicle shall remain parked in any parking space beyond the parking time limit displayed by the parking meter, the parking meter shall display a sign or signal showing illegal parking and in that event, the vehicle shall be considered as parked overtime and be beyond the period of legal parking and in violation of this subchapter.
   (B)   A vehicle shall be entitled to be parked in the parking space adjacent to the meter for a period of 30 minutes, upon rotation of the coin deposit lever without the deposit of any coins.
      (1)   The insertion of a five-cent coin into any meter shall entitle the vehicle to be parked in the parking space adjacent to the meter for a period of 30 minutes, in addition thereto.
      (2)   The insertion of one ten-cent coin or two five-cent coins shall entitle the vehicle to be parked in the parking space adjacent to the meter for a period of one hour, in addition to the 30-minute free time period.
      (3)   In no case shall any combination of coins be deposited in excess of the total sum of ten cents.
   (C)   It shall be unlawful for any person or operator to cause, allow, permit or suffer any vehicle to be parked overtime or beyond the period of the 30- minute free time option or the period for which the coin inserted in the parking meter entitles the vehicle to occupy the parking space.
   (D)   It shall be unlawful for any person or operator to permit a vehicle to remain in any parking space adjacent to any parking meter while the meter is displaying a signal indicating the vehicle occupying the parking space already has been parked beyond the period of the free time option or beyond the period for which the coin inserted in the meter entitles it to remain in the parking space.
   (E)   It shall be unlawful for any person or operator to deposit or cause to be deposited in a parking meter any coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time which is allotted by the 30- minute free time option or by the coin or coins last before put into the parking meter. The following vehicles shall not be prosecuted for violations of the provisions of this:
      (1)   Authorized emergency vehicles, as defined in the Illinois Vehicle Code.
      (2)   Vehicles operated by any judge of the 20th Judicial Circuit of the state, any Perry County Commissioner and the Perry County Coroner, when they are performing the duties of their offices and when signs to that effect visibly are displayed on the front window or dashboard of the vehicles.
   (F)   It shall be unlawful for any person or operator to park any vehicle in the same parking space for a period of more than 90 minutes in any consecutive four-hour period between the hours of 8:00 a.m. and 6:00 p.m. at any place where a parking meter is located, except on New Year’s Day, Decoration Day, July 4, Labor Day, Thanksgiving Day and Christmas Day.
