The Council shall, from time to time, adopt resolutions to designate parking spaces reserved for the handicapped as defined in the Illinois Vehicle Code and shall cause appropriate signs and markings to indicate that the parking place is specifically reserved for the handicapped. Only those motor vehicles entitled to park in a handicapped parking place and bearing special decals indicating that the motor vehicle may park in a handicapped parking place, all as defined in the Illinois Vehicle Code, shall be entitled to park in a parking place reserved for handicapped persons. All provisions of ILCS Ch. 625, Act 5, §§ 11-301, 11-301.1, 11-1301.1, 11-1301.2 and 11-1301.3 are hereby incorporated herein by reference with the same force and effect as if those provisions were set forth in full.
