(A) During the time of any public meeting, parade, athletic contest or other event which produces a traffic problem or congestion, or at any other time when or place where an unusual amount of traffic occurs or may be expected to be present, the Commissioner hereby is authorized to designate emergency parking areas and to designate emergency no parking zones, and otherwise to regulate and control the parking of vehicles at any such times or places.
(B) The Commissioner shall post temporary traffic signs as the nature of the situation requires and all person shall obey the directions or restrictions of the signs and use the streets and alleys or other places where the temporary signs are posted and shall be regulated and governed thereby, notwithstanding that other permanent traffic signs are posted and in place.
