(A) The City Council shall determine the necessity for establishing and designating the location on streets, alleys, bridges and other public places in the city of the following zones, areas or places:
(1) No parking zones or areas.
(2) Time limit parking zones or areas.
(3) Loading zones.
(4) Bus loading zones.
(5) Cab stands.
(6) Angle parking zones.
(7) Fire lanes.
(8) Any area or place where parking other- wise should be limited, restricted or prohibited.
(B) All designations shall be made in and by a resolution from time to time adopted by the Council as traffic conditions require.
(1) Any designation may be vacated or set aside by resolution.
(2) When any designation is made the Commissioner shall cause appropriate traffic signs to be posted as directed by the Council.
(3) Any designation shall become effective when the signs are posted and shall remain in force until it is vacated, regardless of whether any traffic sign temporarily is removed, damaged or not in place.
(C) For the purpose of this chapter, lines, legends or other markings painted or placed on the surface of the street, alley, sidewalk, curb or other place by the direction of the Council shall be considered official traffic control devices and obeyed as such.
