§ 70.114 OPERATION OF BICYCLES ON SIDEWALKS.
   (A)   Finding. The City Council finds and determines that the operations of bicycles on the sidewalks of the city endangers pedestrians and bicyclists.
   (B)   Definitions. For the purposes of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      BICYCLE. A vehicle having two wheels in a tandem arrangement of which one or both wheels is 16 or more inches in diameter which is propelled solely by human power and upon which one or more persons may ride.
      BICYCLIST. A person operating or in the actual physical control of a bicycle, including a person on foot walking a bicycle.
      SIDEWALK. That portion of a street or highway designated or ordinarily used for pedestrian travel.
   (C)   Prohibition. No person shall operate a bicycle upon a sidewalk or a sidewalk area within the city. A bicyclist on foot walking a bicycle shall not be deemed to be operating a vehicle within the meaning of this section and shall be subject to all the duties applicable to a pedestrian under the same circumstances.
