§ 70.090 LIMITS.
   (A)   The City Council may regulate the speed on all streets in the city not under the jurisdiction of the Department of Public Works and Buildings of the state. No person shall drive at a speed in excess of the speed limit posted on any such street.
   (B)   The speed limit in all alleys in the city shall not exceed 15 mph and it shall be in force and effect whether or not any traffic sign is posted indicating the speed limit.
   (C)   No person shall drive any vehicle on any street within the city under the jurisdiction of the state Department of Public Works and Buildings at a speed exceeding the limit fixed for the street.
   (D)   A driver shall decrease speed when:
      (1)   Approaching and crossing an inter- section.
      (2)   When approaching and going around a curve.
      (3)   When approaching a hill crest.
      (4)   When traveling upon any narrow or winding roadway.
      (5)   When special hazards exist with respect to pedestrians or other traffic by reason of weather or highway conditions.
      (6)   As may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
