§ 70.078 SCHOOL CROSSINGS.
   (A)   At all school crossings designated by the City Council, the Commissioner shall cause crosswalk lines to be painted with a weather-resistant paint and suitable words indicating the place is a school crossing may be added.
   (B)   All persons approaching a school crossing shall stop and yield the right-of-way to school children who actually are crossing a street in a school crossing.
   (C)   The Council may designate school crossings at which a school crossing signal cart may be placed in operation.
      (1)   The school crossing signal cart shall be equipped with electrically operated yellow caution lights, the lenses of which are illuminated with rapid, intermittent flashes.
      (2)   The lines of the crossings shall be marked with a suitable weather-resistant paint.
      (3)   The school crossing signal carts may be placed in operation on the days during the school year when school is in session and between the hours of 7:45 a.m. to 9:00 a.m., 11:30 a.m. to 1:00 p.m. and 3:00 p.m. to 4:15 p.m.
      (4)   A school safety patrol or an adult guard furnished by the school authorities shall be in attendance at all times the school crossing signal carts are in operation.
      (5)   When a school crossing signal cart is placed at any school crossing and the yellow lens thereof is illuminated with rapid, intermittent flashes, drivers of vehicles shall proceed through the school crossings or past the signals only with caution.
