When any street has been designated by the City Council as a yield-right-way street and posted, the driver of a vehicle, in obedience to a yield right-of- way sign, shall reduce the speed of his or her vehicle to not more than 20 mph and shall yield the right-of- way to other vehicles which have entered the inter- secting street either from the right or left or which are approaching so closely on the intersection as to constitute an immediate hazard, but the driver having so yielded may proceed when a safe interval occurs.
