When any street or part of a street has been designated by the City Council as a through street, and stop signs posted at the entrances thereto, the driver of a vehicle shall stop at the entrance to the street and shall yield the right-of-way to other vehicles which have entered the intersection or which are approaching so close thereto as to constitute an immediate hazard.
