(A) The state Vehicle Code, ILCS Ch. 625, Act 5, as now in force and hereafter amended, is incorporated as part of this code of ordinances as fully as if set out at length herein.
(B) It shall be unlawful for any person to drive or move or for the owner to cause or knowingly permit to be driven or moved in any street or alley in the city any vehicle or combination of vehicles which is in such unsafe condition as to endanger any person or property or which does not contain those parts or is not at all times equipped with the lamps and other equipment in proper condition and adjustment as required by the state Vehicle Code.
