§ 70.041 CARELESSNESS.
   (A)   No person shall operate any vehicle in the city so as to endanger the life, safety or property of any person and any person so operating a vehicle shall be deemed guilty of careless driving.
   (B)   Without limiting the foregoing, the following acts or conduct shall be deemed careless driving:
      (1)   Drag racing, as defined in ILCS Ch. 625, Act 5, § 11-504.
      (2)   Spinning the wheels of a vehicle on the surface of any street or alley while putting the vehicle in motion.
      (3)   Accelerating a vehicle in a manner as to cause the tires thereof to spin or squeal on the surface of the roadway.
      (4)   To engage in any speed contest or speed test on any street, alley or private parking lot in the city.
      (5)   To fail to yield the right-of-way to any school child or children at any intersection or when entering or leaving any street or alley at the time the children are going to or from school.
