(A) No vehicle shall be left unattended while its motor is running and no vehicle shall be left without a driver on any hill or incline unless it is secured against moving.
(B) When any police officer finds a vehicle unattended upon any bridge or in any underpass where the vehicle constitutes an obstruction to traffic, the officer hereby is authorized to provide for the removal of the vehicle to the nearest garage and other place of safety.
