§ 51.32 CONNECTION CHARGES; PUBLIC UTILITY TAX.
   (A)   All connections to the city gas utility service shall be made by the city.
      (1)   The city shall charge for connecting ¾- inch taps to existing mains the sum of $750 for installation of the service line up to 75 feet in length. The charge shall be $1,500 if the connection requires any boring under any street, alley or roadway. If the connection requires trenching or excavation work across any street, alley or roadway rather than boring, the connection charge shall be $1,750.
      (2)   For installation of service lines in excess of 75 feet, the city will charge on a time and materials basis for installing the line and equipment.
   (B)   Additionally, pursuant to the Gas Revenue Act, the city shall collect a public utility tax of 5% of the total installation charges.
   (C)   In the event a new gas main or extension is required to be constructed to provide service, customers connecting to the main or extension will be assessed a proportionate share of the cost required in the construction of the main or its extension. The extension policy of the city, as described in § 51.21, shall apply.
   (D)   Connection charges must be paid in full at the office of the City Clerk before the city begins work.
      (1)   In the event additional charges become necessary because of unusual or unexpected circumstances, the charges must be paid in full at the office of the City Clerk as soon as the work is completed.
      (2)   Under no circumstances will gas service be initiated until all connection charges are paid in full.
      (3)   Connection charges are non-refundable once work has begun.
