§ 51.21 SERVICE EXTENSIONS.
   (A)   The city shall not be required to extend service within the city limits a distance of more than 100 feet per customer, and only then when sufficient money is available in excess of that required for the proper operation of the system. Extension of mains and service outside of the city limits shall be subject to approval of the City Council, and also shall be subject to all of the rules and regulations and provisions as provided herein or as may be amended. All mains, lines and equipment shall become the property of the city immediately.
   (B)   Where service is desired when money for extensions is not available, and/or when the distance is in excess of 100 feet per customer, the extension can be made if the applicant will deposit with the city the estimated cost of making the extension, less 100 feet when money is available, or the entire amount when money is not available. The money so deposited shall be refunded to the customer at the rate of $.50 per mcf annually, until the total deposit has been refunded, or until eight annual payments have been made, whichever occurs first. The deposit shall be interest free. In the event the amount deposited is greater or less than the actual cost of the extension, the excess or deficiency shall be corrected before giving service.
