"Structure" means any walled and roofed building that is principally above ground; this includes a gas or liquid storage tank or a manufactured home. Habitable structures are those structures intended for human occupation, whether utilized on a full or part-time basis, as defined under County Code, Title 15, Building Codes. For purposes of this title, a private drainage improvement is considered a structure.
