16.08.540   Obstruction.
   "Obstruction" means any physical alteration within, to, along, across or projecting into any watercourse that may impede, retard, or change the direction of the flow of water, either in itself or by catching or collecting debris carried by such water, or that is placed where a flow of water might carry the same downstream. Examples include, but are not limited to, the following: Any dam, wall, embankment, levee, dike, pile, abutment, projection, excavation, channel rectification, bridge, conduit, culvert, building, wire, fence, rock, gravel, refuse, fill, structure or vegetation.
