"Lowest floor" means the floor of the lowest enclosed area of any structure. This includes any part of the structure having a basement, a floor sub-grade below ground level and crawl spaces under manufactured housing, which are considered to be the lowest finished floor if they are not vented and constructed of flood resistant materials to the regulatory flood elevation.
