"Floodplain administrator" means the chief engineer or authorized representative of the district appointed by the chief engineer, who is also a registered civil engineer in the state of Arizona, whose duty is to oversee administration and enforcement of the floodplain management regulations contained within this ordinance as required by the NFIP.
