"Chief engineer" means an official of Pima County or authorized representative of the flood control district whose duties are as set forth in A.R.S. Section 48-3603, and who is an Arizona registered civil engineer in the state of Arizona. For the flood control district, the chief engineer is also the director of the Pima County Flood Control District. The chief engineer, or an authorized designee, is in charge of enforcement of this title, and is responsible for administrating appeals and waivers to engineering standards specified in this title.
