"Board" means the board of supervisors of Pima County sitting as the board of directors for the flood control district, known from this point forward as the board, as the governing body for codes, ordinances and other regulations relating to floodplain management within Pima County, but excluding Indian and military reservations and incorporated communities that elected to assume separate floodplain management duties and powers, as set forth in the A.R.S., Title 48, Chapter 21 Districts.
