"Base flood" means a flood with a one-percent probability of being equaled or exceeded in any given year. Commonly referred to as the one hundred-year flood, this flood shall be determined from an analysis of floods on a particular watercourse and other watercourses in the same general region in accordance with the criteria established by the director of the ADWR, or the flood control district board, which criterion is hereby incorporated by reference and made a part of this title.
