"Appeal" means a written request for a technical review of the chief engineer's written finding, as defined in Section 16.08.770, concerning the denial of a floodplain use permit, or a boundary determination of a regulatory floodplain, floodway, erosion hazard area, or riparian habitat. The appeal of a final decision and order of the chief engineer regarding a floodplain violation shall be pursuant to Section 16.64.070.
