The director may enforce the provisions of this chapter by denying a user access to the solid waste facilities. The director may suspend or revoke the use privileges of any user who evades payment of the proper charges. In addition, the director may suspend or revoke the use privileges of any user who scavenges. Such denial of access or suspension or revocation of privileges may be appealed to the board of supervisors which may affirm, set aside, increase or lessen these administrative sanctions. Users must obey all signs posted at solid waste facilities. Any user of a Pima County solid waste facility not obeying the facility rules may lose the right to use solid waste facilities.
