A. An applicant for general care service shall be considered indigent if his/her household:
1. Has net average annual income less than or equal to the following amounts:

2. Does not have a net worth of resources exceeding fifty thousand dollars including, but not limited to, equity in a house or car with no more than five thousand cash or other liquid assets. Incurred medical expenses shall not be used to reduce the value of the household's resources. For an applicant who is married, any separate property of the applicant's spouse that does not exceed seventy-five thousand dollars shall not be included in determining the net worth of resources of the applicant. If the applicant is over sixty years of age or severely physically or mentally disabled, the value of the dwelling house is disregarded;
3. Has not, within the three years prior to filing an application, transferred or assigned real or personal property with the intent to render himself eligible for county assistance.
B. Any person who has established current eligibility for Aid to Families with Dependent Children (AFDC) or Supplemental Security Income (SSI) is eligible to receive county-subsidized care for services not provided by AHCCCS.
