In this code and in all ordinances and resolutions of the county, the following definitions shall apply unless the context clearly requires otherwise or any chapter or section defines differently:
A. "Board" means the Pima County board of supervisors.
B. "Clerk" means the clerk of the Pima County board of supervisors.
C. "Code" means the Pima County Code.
D. "County" means Pima County.
E. "He," "his," "himself" and "him" mean and include the feminine, neuter and plural.
F. "May" is permissive.
G. "Ordinance" means any ordinance passed and adopted by the Pima County board of supervisors.
H. "Person" means any individual, firm, corporation, partnership, joint venture, association, social club, estate, trust, syndicate, county, city, municipal corporation, district or other political subdivision, or any other group or combination acting as a unit.
I. "Resolution" means any resolution passed and adopted by the board of supervisors.
J. "Shall" is mandatory.
K. "State" means the state of Arizona.
