A. The county administrator may allow a debarred or suspended person to participate in county contracts on a limited basis during the debarment period upon a written determination that the debarred or suspended person constitutes the sole source of materials or services for the county. The determination shall specify the factors on which it is based and define the extent of the limits imposed.
B. Notwithstanding the debarment or suspension of any person, the board of supervisors may continue agreements in existence at the time the person was suspended or debarred. A decision as to the type of termination action, if any, to be taken should be made only after thorough review to ensure the propriety of the proposed action. Said agreements shall not be renewed or extended.
