Upon submittal of the application, the county engineer shall determine whether the proposed newspaper collection bin complies with the requirements of this chapter. If the county engineer finds that the proposed newspaper collection bin complies with the requirements of this chapter, the county engineer shall issue a permit allowing the newspaper collection bin. If the county engineer finds that the proposed newspaper collection bin does not comply with the requirements of this chapter, the county engineer shall give written notice of the denial of the permit, stating the masons for denial, and shall refund any annual fee paid by the applicant. The decision to issue or deny the permit shall be made by the county engineer within thirty days after submittal of the application.
