Any person wishing to place a newspaper collection bin within Pima County right-of-way shall first submit to the county engineer an application on a form provided by the county engineer. The applicant must be the owner of the newspaper collection bin. In addition to such other information deemed necessary by the county engineer, the application form shall contain a sworn statement by the owner or the owner's agent, indicting that the owner has read this chapter and agrees to be bound by and abide by its requirements. The application shall be accompanied by the one-time processing fee and the first year's annual fee, as set forth in this chapter. Owners of newspaper collection bins located within Pima County right-of-way at the time of the adoption of the ordinance codified in this chapter shall submit applications for each newspaper collection bin within sixty days after the effective date of the ordinance codified in this chapter, and shall comply with the remaining requirements of this chapter within two weeks after receiving a permit pursuit to this chapter. No application shall be considered submitted unless and until it is accompanied by the processing fee and the first year's annual fee.
