For purposes of this chapter, terms are defined as follows:
A. "County engineer" means the director of the Pima County department of transportation and flood control district, and shall include any person designated by the county engineer to perform the duties and functions prescribed by this chapter.
B. "Newspaper collection bin" means a collection container with a capacity of between three and five cubic yards, placed for the purpose of having the general public deposit newspapers for recycling. Any structure or container which is, in the opinion of the County Engineer, not appropriate for the collection of newspapers on public rights of way shall not be considered a newspaper collection bin.
C. "Right of way" means the entire width between boundary lines of every way set apart for public travel when any part thereof is open to the use of the public for purposes of vehicular travel.
