The county has the right to inspect any work conducted by any user or any user's contractor in the public right-of-way to verify conformance with county regulations. County may require a user to pay a reasonable and uniform fee to cover the cost of county inspections, including potholing costs, performed by county or its contractor under this provision. A user may be required by county to correct its facilities when a user's facilities do not conform to county requirements.
