During any user's construction or excavation activities in the public right-of-way, the user shall provide proper drainage features sufficient to ensure that the public right-of-way will be free of standing surface water and be adequately drained to prevent flood or erosion damage to facilities within the public right-of-way and the surrounding property. A user may be required at the request of the county to submit drainage engineering data and design plans to the county for review and approval prior to the issuance of any permit by county.
