Each user shall provide prior written notice to the owners or others having lawful control of adjoining property of any activities by the user that might interfere with access to or use of said adjoining property. The user shall maintain access to adjoining properties during all construction activities or other operations unless the requirement of access is waived in writing by the owners or others having lawful control of the adjoining properties. If an emergency requires activity without written notice, a user shall use its best efforts to provide timely actual notice to the owners or others having lawful control of the adjoining property.
