10.50.020   County authority over public right-of-way.
   The authority of the county over the control, regulation and use of the public right-of-way located within the unincorporated areas of Pima County are and shall remain superior to the rights of any other person, governmental entity, user, franchisee, licensee, company or corporation (hereinafter collectively "user") with facilities located in the public right-of-way. Notwithstanding any other provision of this code or related license, franchise or intergovernmental agreement, the county may move, adjust or relocate any facilities in the public right-of-way if said activity is determined by county to be necessary for the public health and safety or as otherwise allowed by law.
