10.48.030   District designation.
   If after such public hearing, the board of supervisors finds that undergrounding of an area is in the general public interest for one or more of the reasons listed in Section 10.48.020, the board shall, by ordinance, declare such designated area an underground utility district and order removal of poles, overhead wirers and associated structures, and the installation of underground utilities. Such ordinance shall include a description of the area comprising such district and shall fix the time within which such removal and underground installation shall be accomplished, and the time within which the utility is authorized to disconnect overhead service and the time within which affected property owners must be ready to receive underground service. A reasonable time shall be allowed for such removal and underground installation, having due regard for the availability of labor, materials and equipment necessary for such removal and for the installation of such underground facilities as may be occasioned thereby.
