10.46.030   Approval by the board of supervisors or county engineer.
   The board of supervisors or county engineer may approve the designation of a roadway as a primitive road only if all of the following apply:
   1.   The road is not a state or county highway,
   2.   The road was opened before June 13, 1990, and
   3.   The road was not constructed in accordance with county standards.
