Pima County has limited resources to provide for regular maintenance on all streets or roads opened prior to June 13, 1975, which were not constructed in accordance with county standards and therefore can provide only limited maintenance for such roads. The health, safety and welfare of Pima county residents and others using such roads would best be served by designating the roads as primitive roads and notifying the road users of the limited maintenance and primitive road designation.
