The following definitions shall apply throughout this chapter:
A. "Parking" means the standing of a vehicle, whether occupied or not. Parking does not include a temporary stop for the purpose of and while actually engaged in loading or unloading.
B. "Right-of-way" means the entire width between boundary lines of every way set apart for public travel when any part thereof is open to the use of the public for purposes of vehicular travel.
C. "Sale" means any transfer of title or possession or both, for consideration. Sale includes any exchange, barter, conditional or otherwise, in any manner or by any means whatsoever, including consignment transaction and auctions of property.
D. "Vehicle" means every device by which any person or property is or may be transported or drawn on a street or highway.
