Unless otherwise specifically provided, the penalty for violating any ordinance or provision of Chapter 10.41, which regulates the time, place, or method of parking a vehicle shall be a mandatory fine of one hundred eighty-five dollars and seventy-five cents ($185.75), no part of which may be suspended or waived by the court. This fine includes any assessments imposed by the state pursuant to A.R.S. §§ 12-116.01 and 12-116.02.
