The county shall establish a purpose, budget, annual performance objectives, and measurable performance benchmarks for each service and activity funded under this ordinance and shall collect and report quarterly and require all contractors to collect and report quarterly data which demonstrates the degree to which the objectives and the benchmarks have been achieved. The county administrator shall annually report to the board of supervisors the uses and results of services funded under this ordinance including data regarding the attainment of benchmarks and expenditures, and information regarding the effectiveness, efficiency and impact of the program on the community.
