The state traffic laws regulating traffic-control signals apply upon all county streets and highways, except in any incorporated city or town. Vehicular traffic and pedestrians shall obey the instructions of traffic-control signals applicable thereto placed in accordance with the provisions of A.R.S. Sections 28-641 through 28-648, as amended, unless otherwise directed by a traffic or law enforcement officer.
