A. The county engineer, upon finding on the basis of an engineering study and engineering judgment that the maximum speed permitted by state law is greater or less than is reasonable or safe under the conditions found to exist upon any part of a street or highway under county jurisdiction, subject to subsection B of this section, shall approve a reasonable safe and prima facie speed limit at such location. At the county engineer's discretion, the county engineer may alternately recommend to the board of supervisors a reasonable and safe prima facie speed limit at such location based on such engineering study and engineering judgement. The board shall study such recommendations and shall approve, reject or modify them and shall note its action by ordinance.
B. Alteration of maximum speed limits on state highways or extensions thereof shall not be effective until the alteration has been approved by the director of the department of transportation and flood control district as prescribed by A.R.S. Section 28-703D.
