3.04.110   Payment of benefits, losses and claims.
   The county has established and ratifies a program which combines the purchase of insurance and self-insurance to deal with the various benefits, losses and claims involving the county. This program includes the provision of:
   A.   Health, accident, life or disability benefits for county employees, officers and their dependents;
   B.   Payment of any property loss sustained or lawful claim of liability made against the county or its employees or officers, providing such employees or officers are acting within the scope of their employment or authority:
   C.   Workers' compensation benefits, subject to Chapter 2.28 of this code.
