9.16.090   Definition, responsibilities and duties of the director of emergency services.
   A.   The director is the chief executive for Tucson-Pima County department of emergency services.
   B.   The director is responsible for emergency services administration for Pima County and the city of Tucson. The director's responsibilities include, but are not limited to, the following:
      1.   Development of plans for the survival of the maximum number of people living in Tucson and Pima County in the event of natural or man-made disaster;
      2.   Development of plans for the reconstruction of the community and its institutions in the period following such disasters.
