A. The commission shall advise the director of emergency services on the following:
1. The development of disaster control and post-disaster recovery;
2. The development of emergency services policies and recommendations for implementation of these plans insofar as city, county, state and federal means are available.
B. The commission is considered an advisory and planning body only. It has no operational functions other than those which may, from time to time, be delegated to it by ordinance or other means.
