Whenever there are vacancies, the Tucson-Pima County emergency services commission, by absolute majority vote, shall submit one name for each vacancy to be filled to the Pima County board of supervisors, the mayor and council of the city of Tucson, and the appropriate governmental body of any future participating political subdivisions. In order that the nominee be appointed, a majority vote of each of the above governing bodies will be required. All such appointments made subsequent to the original appointment will be for a term of four years.
