This chapter regulates the use and handling of explosive materials and the conduct of blasting operations in the course of construction or demolition of land improvements in unincorporated Pima County. This chapter does not modify existing federal, state or local laws, ordinances or regulations that apply to explosives or blasting operations, and does not apply to:
A. The use or handling of explosives or blasting for mining operations.
B. The manufacture or sale of explosives.
C. Blasting operations conducted by law enforcement agencies.
