A. The commission shall perform such duties and exercise such powers as are necessary to carry out the provisions of A.R.S. Section 11-351 et seq. In addition to the duties imposed upon it elsewhere, it shall be the duty of the commission:
1. To prepare such rules as it may find necessary or appropriate to carry out its duties;
2. To advise the board, county administrator, and director of human resources on problems concerning personnel administration;
3. To make such special reports to the board as it considers desirable.
B. The commission may recommend to the board of supervisors rules for the administration of the merit system.
