All definitions adopted in Chapter 8.04 of this title and the following specific definitions apply to all restrooms in the county:
A. "Employee restrooms" means restrooms the use of which is restricted to employees of the establishment and which the public is not permitted to use.
B. "Public restrooms" means restrooms in commercial and industrial establishments, in food establishments, hospitals, public buildings, comfort stations, service stations, public parks, schools, airports, bus and railroad stations or other places to which the public is invited or which are frequented by the public without special permission or special invitation, and other installations (whether pay or free) where restrooms are installed so that their use is similarly unrestricted.
