The following definitions shall apply in the interpretation and enforcement of this chapter:
A. "Authorized agent" means a doctor of medicine or osteopathy and/or a nurse, all of whom must have a valid license to practice their profession under the laws of the state and work under the supervision of the director.
B. "Board of health" means the board of health of Pima County, Arizona.
C. "Health department" means the Pima County Health Department.
D. "Director" means the director of the Pima County Health Department.
E. "Immunization agent" means any drug, vaccine, serum, or any other agent approved by the Federal Food and Drug Administration for immunization purposes.
F. "Person" means any individual who applies to the health department for an immunization procedure or procedures for the purpose of immunizing himself, herself and/or his or her dependents against disease or diseases.
G. "Reasonable fee" means the total charge of the immunization to the client. The formula used to establish the total charge to the client shall be the vaccine cost to Pima County (variable) plus the administrative cost (fixed).
H. "Variable cost" means actual cost paid by Pima County for vaccine. Such cost is either the direct manufacturer's price or the negotiated Center for Disease Control contract price.
I. "Fixed cost" means the actual cost incurred by Pima County for the handling, delivery, storage and administration of the vaccine to clients.
